The Fire Safety Order (2005) places a legal obligation upon all businesses in the UK to conduct an adequate fire risk assessment & where usually there are 5 or more persons expected to use the premises this assessment must be documented, including an action plan for any deficiencies identified & accompanied by suitable time frames for remedial action.

Whilst the FSO does not specify a definition of competence for conducting fire risk assessments it does specify that the persons involved must be competent & therefore the assessment should be adequate in the opinion of the authorities.
